Transmission don't shift to OD 900 1991

I just took over a 1991 940 SE Turbo. It had many problems which I am dealing with little by little, but the main problem is that the Tranny don't go into OD. The button on the shifter doesnt click, the arrow light is not on. I replaced the relay but that didn't help. Any easy fix and not so costly solution? Thanks.
