1992 245 No Cold Start No Fuel Pump Relay Activation when Cold 200

Hi guys,

It's cold outside and the Volvo doesn't like it when it's below 40F. Above 40 she starts up first click, below 40 the fuel pump relay will not activate. I can jumper 12v to fuse #4 and the pump comes in no problem. Or if I manually active the relay the pump will come in.

The fuses and connections are perfectly clean.
The relay was new a couple years ago, has been re-soldered more recently, contacts are clean.
Ignition switch clean.

Any ideas?
