Nagging no start issue 200 1990

My car has been out of order for too long. 1990 240
It is getting fuel.
My ignition is the weird thing.
Between the coil wire and the strut tower i get intermittent spark pulsing on cranking. Maybe 2 or 3 pulses for 10-15 cranks.
-The powerstage was tested in another car. Started right up.
I replaced the coil because it was out of spec. Still does the same thing.
-The crank sensor is new.
-The coil gets power while cranking.

The powerstage gets 12v, pin 5 gets signal but it doesn't seem to fluctuate like it is supposed to.
I have a known good icu coming from mike.
I am totally out of ideas of what the problem could be. I just want my car back
