Starting problem 200 1985

I have a 1985 Volvo 240 with a B230F engine. Up until a few months ago I never had a problem starting it. However, now it will crank strongly but will not start. If I try that a few times, then let it rest for about a minute, it will start. Or if I hold down the gas pedal and then pump will turning the ignition key it will more likely than not start. It sometimes will start immediately when warm, sometimes not. I've read most of the posts on similar problems including the one on replacing the 25 amp fuse that is on the driver's side in the engine compartment. However, this particular car does not have that fuse which should be behind the high/low dip relay and black junction box.

Does anybody have any ideas? Thanks.
