Weak Idle when Cold 900

My '94 940 (non-turbo) starts fine when cold, but idles very weakly, at about 500 rpm, until I tap the accelerator lightly, which brings it up to normal idle speed of 700 rpm. If I don't do the pedal tap, it will likely stall out when starting out when cold. Likely culprits? Thanks!
