940 Starting problem 900 1993

Car will not start. Intank (this is a Regina) fuel pump is good. Fuel at the rail. Everything checks out good except spark is present in only two cylinders. New Cap and rotor and new spark plugs. What is responsible for this behavior? Any help will be greatly appreciated.
