92 240 High idle/TPS 200

My son's 240 has High idle at startup. The idle comes down if I unplug the MAF. I have checked IAC and MAF and both test OK for voltage on the MAF and the 12v jump on the IAC.

When I plug in the MAF and unplug the throttle pos sensor I can jump the center and far pin on the TPS wire and the idle comes down to about 1200 rpm from like 2400. So do I have a bad TPS?

There does not seem to be any intake leak either at the intake snorkel or manifold. Why might the idle still be higher than recommended?
