underbody reconditioning (I'm new to it) 200 1988

I'm new to body work and using old parts.

I am replacing a control arm with a used part that could use some rust remediation.

Is there a recommended way to strip the old spray on tar undercoat off the metal?

My only frame of reference is soaking it in gasoline. But that would be a lot of gas for something this big. I'm hoping that there is a trick so that this will not turn out into be a horrific mess.

Would this be something basic to find at the library?
