Luggage rack holes leaking 700 1989

Hi all, it's beginning to get nicer here in Northern Illinois, so I took the wagon ('89 740) to get washed today, as I was pulling out of the stall, and through the dryers, the luggage rack started shaking violently. I turned around to see what all the commotion was about, and saw a pretty good sized trickle of water coming around the head liner and onto the cargo mat in the back. It wasn't a tida wave or anything, my first thought was that the tailgate seal was leaking, but after thinking about it a little more I decided that the dryers must have moved the luggage rack enough to allow some water though the holes. So, that brings me to my questions. First, is the luggage rack supposed to move at all? Mine does. I tightened all of the screws all of the way around, which did help, but sadly it still has some play in it. And second, does anyone know of a kit I can purchase to replace all of the bushings, or mounts, or whatever they used to attach the rack to the roof of the car? I've see plugs you can buy to fill the holes left when you remove the rack, but I would like to keep it. Thanks, JB
