Steering rack leak at cover at the bottom of input shaft 200 1990

Hi,
I've got a 90 240 sedan. It has developed a fairly substantial leak at the cover that is at the bottom of the input shaft (opposite where it connects to the steering column). There is a round cover that looks like it is pressed in and it looks like it could just be pried off. It drips steadily around the cover- through the connection between the cover and the rack body.

Is there an o-ring or something that could have gone bad in this cover? Or does this indicate the something is leaking internally and it is just taking this path to drop out? Is this likely to be repairable or am I looking at changing racks?

The rack is a rebuilt one from FCP that I installed about 4 years ago, maybe 60,000 miles ago.
