deep rust on the oil pan........ 200

what is the most effective method of repairing a quarter sized spot of deep rust on the oil pan?..........without removing the pan.

the location is in the middle (not on the edge or near any bolt holes) at the front, barely in front of the cross member and above and behind the rack.
