Idle stuck around 900 rpm 200 1984

1984 242 DL non-turbo B23F 112k miles. I tried to check and adjust idle speed. Stuck around 900 rpm, goes up to 1200 and down to 800 but not to 750 range that is what is specified. I removed and cleaned the grimy idle speed screw. Thanks in advance.
