finicky brake lights 200 1989

im having some minor brake light issues. i checked the fuses and replaced the bulbs on the brake lights and they still dont work. there are five slots for bulbs on each side of the car and only four are taken up. but the haynes manual only shows four bulbs, so im at a loss. anyone else experience teh brake lights that dont seem to work ever?? and how did you fix it??
