Exhaust ft pipe bracket 200

Front pipe bolts to manifold with 3 bolts and bolts to Caty with 3 bolts. In between there is a mounting bracket. My question. Should this bracket be tightend right up or have bushings in it?
I figure if it is tight then the pipe will not be able to flex with the engine.
Ideas anyone?? Could this ne why I am replacing the gaskets again?
