No horn, odd problem found 200 1990

Hi all, I've been investigating why my horn stopped working, and I have narrowed it down to something that seems a little odd. The steering shaft with the big nut on it doesn't have good continuity to ground. It varies between 100 to several hundred ohm, depending on steering wheel position. Has anyone else experienced this? How did you fix it?

The horns have power. The grounding points at the turn signal stalks are fine, the horn switch contacts are fine, the contact reel has good continuity. Really, the only thing is that the steering shaft is not grounded to the outer column. I'm not really sure how to go about fixing this.
