Auto transmission question 700

What is it that makes the 740 auto transmission shift?
The rpm's seem too high around town, and the transmission seems to enjoy
higher RPMs than it needs even when coasting down a gentle grade with the size 12 off the gas.

Maybe there's some way to improve town driving mileage by getting the RPMs down?
or getting the transmission to shift up sooner?

Does engine vacuum factor in the decision to shift?
