Heater Valve/ Heater Hose 200 1992

I recently blew a hole in my heater hose, a mechanic suggested replacing the heater valve at the same time. I'd rather not. After replacing the heater hose, the car holds fluid and does not blow heat from the vents when the heat is off.

Do I still need to replace the valve? Is heat running full time and leaking the only symptoms of a bad heater valve?
