Low MPG : Fuel Pressure Regulator Or Check Valve Or Neither ??? 700

1988 740GLE wagon with 179,000 miles. About a month ago I wrote in here about having to step on gas pedal to start car when it was hot. Used to not have to do so. Was suggested to replace fuel pressure regulator or fuel pressure check valve. Have not yet replaced either. Lately say over past month I notice I am getting worse MPG then I used to. Used to get about 23mpg around town and about 27mpg highway. Now lately I get about 19mpg around town and about 23mpg highway. Could bad fuel pressure check valve or a bad fuel pressure regulator cause decreased MPG ??? Should I replace both or could it be something else and my drop in MPG just coincidental to problem starting when car is hot ? Thanks for any/all help & advice with this.
