Car keeps running with ignition in off (and any) position! Yikes! 200 1979

My '79 keeps running after I shut it off...have to stall it and disconnect the battery. It's not the ignition switch, which is functioning fine for the lights, radio, etc.

Something's up with the #13 fuse circuit I think.

Anyone else had this problem? What could it be?

When I heard Volvos run forever, this is not what I had in mind, hah.
