front wheel wiggle test when up 700 1988

I just recently failed inspection when with the front end up the inspector grabed the wheel at 3 & 9 and violently shook wheels .

Both my front tires show excessive wear on the outsides.

Both front wheels had slight play in them at 3 & 9 positions.

what should I be concearned with possibly replacing ?

what if there is shake at 12 & 6 ?
