Weird headlight/brakelight link 900 1991

Hello,

I found a problem on my wifes 91 940 turbo wgn. With the ignition on the brake lights were always on w/o the pedal being pressed. With the ignition off if you stepped on the brake pedal the headlights came on as well as the brakelights.

I cleaned the grounds on both front fenders (a bit cruddy but no oxide).

The problem was still there. Before I could go further it magically stopped.

Anyone have any ideas so this won't bite me again.
