Dim Headlights 200 1985

The headlights on my 85 are very dim, making it very difficult to see. Also, the Hi-Beam light is ALWAYS lit up on the dash (when the lights are on) and and the indicator light dims slightly when HiBeams are engaged. Any thoughts as to the cause of this? Lights on the rest of the car are working correctly (not dim), and I am getting proper voltage from the alternator. Both lights are also new. Any thoughts?
