Howdy,
It sounds like a resistive path to ground on power side of the headlight circuit. I would isolate first one headlight and then the other to see if I could change the symptoms.
Here are couple of links you will find handy while troubleshooting this problem. The first is a page showing Bosch/DIN numbering scheme for relays and switches and components. It will come in handy as you chase the 56 (headlights) and 56a (high beams) connections.
