scratched mirror 200

The side mirror on my car has horizontal scratches as though someone scrubbed it with a hard brush. But a dragged fingernail does not catch on the scratches. Body polishing compound had no effect. Could the scratches be internal to the mirror ?

The mirror has powered adjustment and a heater if that is relevant.
