Another Cruise Control Thread, 92 740t 700

I know this has been beat to death, and I've read archived post and the FAQ until my eyes hurt, but there is something I am obviously missing. Hopefully someone can help. Here is what I know, and maybe someone can offer some input:

All brake lights work, no bulb failure light.

Speedo & Odometer do not work, but I am getting signal to the head, as confirmed by another cluster that worked appropriately.

No cut or split vacuum lines that I can find.

Servo will remain depressed (does not leak off) when manually tested.

Cable looks to be wound around the spool as it should be.

I have 12v at the connector to the lower brake light switch.

I have approx. 6 volts at the vacuum pump connector, when using a multi-meter on dc voltage, positive connected to yellow/red wire, ground connected to green wire.

Dc voltage will rise somewhat when the actual cruise button is pushed or the resume button is used w/key on. Dc voltage will drop ever so slightly when cruise is switched off or the break pedal is depressed.

Vacuum pump runs when 12v is directly applied. The round cylinder part of the pump seems to spin freely, i'm unsure whether this is normal. No other part of the pump looks abnormal.

Pump would not draw in servo, with brake pedal line plugged off, or with the line connected to the brake switch (lower).

I could not really tell that the pump was sucking like I think it should, small amount of air seemed to be coming from the other nipple that is not connected while I was attempting to create a vacuum.

Both upper and lower switches on the brake pedal, seem to have the plunger touching the pedal as from what I can read is correct. Pulling up on the brake pedal when attempting engage the cruise does nothing.

I could not get any codes to come up from the OB diagnostics module.

All of the wiring in the stalk and related connections look good. I did not attempt to test the cc module or the upper switch on the brake pedal. I did notice somewhat of a whoosh sound from the lower switch when the brake pedal was depressed one time, but still yet I could not create vacuum with the vacuum hose attached to the switch or plugged off.

I have owned the car approx two years, for the first 2-3 months the cruise would engage, gain speed rapidly and then disengage.

If anyone has any advice I would appreciate it. I commute daily and would love to have a working cc, and I know it is probably something simple I am missing which makes it worse. I do have a 940 wagon that I think I will swap some parts (module,pump, etc.) but its' been too dang cold even in the garage.
