rain affects starting the car 700

I've got a strange problem with my 1992 740 station wagon. When it rains, there are times when my Volvo won't start. The starter motor works but it won't start. When it does, it chugs away for awhile until I've driven it for awhile. Also, if I'm driving in a torrential downpour, occasionally, the car suddenly loses power. If I wait 2 minutes or so, it will start right up.

Any suggestions?
