Cold No Start 91' 240 Help please car stuck across town. 200

Well last weekend I have the car out and Drove around a bit Friday night. Then at around 3:00am I went out to find I have a flat tire. So I changed that and drove to a gas station to fill it up with air to see how fast it was leaking. Well it was -25c or -30c that night and when I went back out to the car at around 10 the next morning it wouldn't start.

Now I the tank was down to around 1/4 and I forgot to get some fuel line anti-freeze.
So the car will turn over, and it bounces like it wants to catch but just doesn't. When I turn the key on I can hear both fuel pumps running. But it has still stayed around -15c to -25c here. I'm not sure where to start with this as its just a bit to cold to be working on the car in the street. Before this the car was a bit rough when it was started at around 0c.

Any ideas as to what I should be looking at or for? I can't get a place to thaw the car out anytime soon. Also any help because the car is not at my place. So I can only bring a few tools with me and it sucks biking to the car in this weather.

I'm also not able to buy a lot of parts and I would to hate to spend more if its just the lines frozen.
