Heater control on 940 doesn't respond to promptsf or error 900 1991

Hi,

My 91 940 turbo wgn does clear the windows well. There is not enough fresh air coming thru the vents.It has the automatic heater control (ECC).
The heater core is not leaking (been there done that)Depressing or releasing the recirc button changes nothing.
When I follow the FAQ to check for errors I don't even get 1-1-1 (OK)response.
The AC plumbing has been removed.
Every function seems to work, defrost, temperature, various vent postions.
Am I checking for broken solder joints?
