240 Wagon Tail Light Problem ... help 200 1991

Today my bulb failure light went on, and the drivers side taillight went out. I checked the bulb, and it's still good. I replaced it anyways. Now the problem is, that the brake light works, but not the running light. I cleaned all the terminals and tried rotating the bulb holder slightly, with no affect.

Do you have any ideas?
