will a b23 block bolt in place of a b21?

it is for a boat with the volvo penta set up the b21 is a '79 carburated with the distributor in the block, single overhead cam, but the head is shot, so i was thinking about putting a later model engine b23, single over head cam from a junk yard car. exhaust and intake are not a problem, i can fab/modify those items, and i have room for the distributor in the back of the head, but is the block bell housing the same? thanks
