940T wagon irregular trans shifting. (reluctant to upshift) 900

A while back I bought this 94 940T cheap, with a bad trans. I then bought a wrecked (but running and driveable) 93 940T sedan and swapped trannies. I even installed a trans cooler in the line from the radiator return to the tranny trying to maximize the lifespan of the used tranny. Ever since the swap it has run strong, but shifting was a bit screwyat times. It is reluctant to upshift and when accellerating to speed and at times it will stay in the lower gear unless you either A. Let off the gas almost completely and it will upshift, or B. Just hold it to the floor and it will shift at about 5.5k RPM. It has gotten worse. Today I pulled onto the highway and it acted like it was in D2. I could rev the piss out of it and it never would shift into third, even when I'd let completely off it. I put it in Neutral and then back into Drive and it still was in 2nd. I was about 1/2 mile from home, quite aggravated to be having these troubles after all the work I've put into this car and resolved to simply blow it up and walk home. I put the hammer down and it reved to what had to be the limiter or close to it and shifted into third with a forceful jerk.

Anyone have any idea what may be the problem? FWIW I checked the kickdown cable and it's quite loose. The trans also appears to be slightly overfilled. It's also cold as balls here today.
