u joint or steering rack? 200

I've replaced the inner and outer tie rods, and ball joints, but am still experiencing a chattering feeling in the wheel(especially over gravel roads). Also, i can feel a clicking as i turn the wheel and it feels quite sloppy. Is it the u-joints failing or maybe the rack? I have had my son turn the wheel as I look/feel for play along the steering column, but have not been able to pin point anything. What else can I do to find the cause of the problem?
