'93 240 won't go into 4th gear 200 1993

I have a ‘93 240 automatic wagon that sometimes won’t shift into 4th gear over 65 mph, sometimes it will. The fuse and relay are ok.
Transmission fluid it above the max. line, after letting the engine idle for 20 min.

Do you have any ideas?
