tips on how to loosen the rear wiper shaft 200

what i thought was a weak or bad tailgate wiper motor is in fact the 4 inch shaft on which the wiper blade attaches is no longer rotating except under greater force than the wiper motor can provide.

since the housing and the shaft inside it are for practical purposes sealed any tips or tricks on how to get this thing to turn with less friction?
