740 GL - NO START/INJECTORS PUMPING TOO MUCH FUEL? 700 1990

My 740 gl wagon, died while driving. I was unable to restart, but could smell fuel. Upon a diagnostic test, injectors were shooting too much fuel, as if they were stuck in "need more fuel for a hill" mode. Suggestion: replace ECU. After receiving a quote for doing so, declined the astronomical fees for the repair, knowing I could accomplish this. Replaced with matching used ECU, no change. Have been trying to locate similar issues within this site. Leaning towards a bad relay? Having exposed the fuse/relay panel months ago to deal with the overdrive relay failure,cannot locate the panel showing the diagram of what is what. I hear the fuel pump engage upon pre-start(ignition on only). The sound is located near gas tank. That is the only sound I noted.
When I attempt to start the car, I get a whooshing sound, not a crank sound.

Specs:
ECU - BOSCH LH JETRONIC/CA. ENDING 556
ENGINE - 4Cyl 2.3L B230FT
DIAGNOSTIC CODES - UNDETERMINED

Fuel smell in manifold/plugs/oil...

I hope someone can help me.
