Help on E-code fogs 900 1995

I'm at my wits' end on getting my E-code fogs to work with the wiring as it is in place.

I got a full set of Euro headlights w/fogs, and corners. The corners work fine, and are no issue.

The wiring pigtail into the 4-wire plug in the back of the HL assembly is:

Green
Black
Blue & White
Black & White

The wiring which led up to the US headlights (w/o fogs) was:

Green
Black
Blue & White

The 2 wires tucked away on the car, which were not connected to anything on my US headlights, are:

Black & White
Black

I have connected the Green, Blue & White, and Black from my former headlamp wires to the same colors at the back of the Euros, and connected the Black and White from the tucked-away wiring to the Black & White on the headlight pigtail (I presumed this to be the fog power lead ??). I have low beams and high beams.

I replaced the rear fog dash switch with a rear-fog and front-fog switch. Both the wiring in the car and the wiring in the harness that was still with the replacement switch when I got it had the same 6 colors (don't remember what they were). Wiring harness in the car fit the replacement switch perfectly, all color wires in the same places.

I have connected the second black wire from the 2 wires tucked away, to the other black wires at the back of the Euros. I still have highs and lows, and I still have rear fogs, but I still have no front fogs.

Should this be working as wired, or do I need to make other mods ? I have not replaced anything other than above. I had been led to believe that once the two "spare" wires were in the mix, that powered the Euro fogs, and everything should work as-is.
