960 exterior lights died 900 1996

Ok, I haven't found this one.

My 97 960 sedan has lost it's headlights and taillights, fog lights front and rear, door lights, and instrument cluster lights at once. I still have "dummy lights", but no panel lighting. Hazards work, turn signals work, Break lights do NOT work. canopy light works, trunk light works.Highbeams only work when you hold the lever and will not engage.(have to hold the lever) Everything else (radio, heat, air, wipers, seats -heat and movement) works fine.
all the main fuses (passenger side engine compartment) seem fine. The drivers side fuse box fuses control many things and the other features are in working order. I checked ALL the fuses on the side of the dash and they are good as well. Volvo tells me i need to replace the headlight relay, the taillight relay and the ignition switch. Is anyone having an AH-HA moment here? Can anyone identify what the culprit is?


I'm at a loss at this point. i'll be thankful for any help on this one.
