Bulb Failure Light/ Brakes 200 1989

So, yesterday on the way to work, the Bulb Failure Light comes on for no apparent reason. No lights are on and I'm not pressing on the brake. When I turned the engine off and back on, the light stays on. Then when I leave work, the Bulb Failure light is off. However, I now noticed the brake lights are not turning on.
All the fuses are fine.

Any ideas as to what's going on. Is there a quick & dirty test to check why
the brake lights are not functioning?
