tail light problem? 700 1990

My 740 turbo wagon has a light out problem which is the top light [both sides] are out. According to the manual these lights are rear fog lights, does my car really have rear fog lights? If so, where do I go from here fuses? relay? Bulbs?I have had the car for many years and have never changed these top bulbs
