tail light problem? 700 1990

My '90 760T sedan has that switch to the left of the steering column. It is a three postion rocker switch.
Position 1: Off
Position 2: Front fogs (white) on. Fog lights are inboard and adjacent to headlights.
Position 3: Rear fogs (red) on and Front fogs on. Lights are low row and furthest inboard.
