95 960 Wiper Curiosity 900

I have a 95 960 sedan that had a new and curious windshield wiper problem. The wipers seem to stop mid windshield and do not complete to rest at the bottom. I have put in new wipers, so that is not the issue. I thought it could be caused by Rainex, a solvent that helps the windshield clear better. Other than that I am not sure whether it is a mechanical issue and wanted to post for ideas.
