idle motor question 200 1990

I have a surging idle on startup until operating temp. cleaned throttle with sucess. then removed idle motor and clean with carb cleaner and replaced. still high revs. pinched the hose to it and revs lowered to normal. my question does this mean the motor needs to be replace or would this be normal if hose was pinched off????
