ECU test/replacement - ? 200 1983

Went to look up things about the ECU, but the volume of it was overwhelming, so maybe somebody has some short, pertinent answers.

It's been a little while since I was messing around with this car, but I pretty much decided the next thing I need to figure out was whether a new ECU would improve things (like surging idle, running really rich, atrocious gas mileage). Is this one of those things that can "test" fine, but when you replace it, turns out it wasn't fine? Where is a good place to get a new/rebuilt ECU, which model #s are good/bad, etc.?
