Bulb Failure Light - false positive 200 1988

The Bulb Failure light in the old '88 240 has started coming on whenever I apply brakes...but all brake lights are working. This happens whether or not the running lights are on, and they are OK too. I replaced the Bulb Failure relay (or whatever that round orange thing is) a couple of years ago, but this is the first time this has happened. What the heck is it?!
