Starting issue on my 940 - read FAQs, need help 900 1991

I have a 91 940T that has developed a starting problem. When I turn the key the car simply will not turn over, no starter response and no gauges or instrument panel lights.

When it first happened I thought it might be a battery problem, so I disconnected and re-connected the negative terminal which allowed the car to start. Once it started it continued to run with no problems. Today, this "fix" stopped working.

After reading the FAQs it sounded like a rotten battery cable. I just checked the voltage across the terminals, its just above 12V, which seems to be good. Am I wrong to think that the 12+ volts at the battery means that it isn't a cable problem?

The FAQ also cites defective ignition switch, start inhibitor switch, or bad wiring harness/loose wiring connection as possible causes. But, the description of the symptoms associated with each of these are a bit different from my problem.

Any ideas for diagnostics to narrow down this problem?
