low power to coil 700

I have a 88 760 it will not start, fuel pump comes on, coil check out with ohm meter, spark plugs new, spark plug wires check out with Ohm meter, coil to dist wire checks out with ohm meter, fuzes good, battery good, it turns over but does not start, during cranking the voltage across the coil was less than 3 volts should nt it be 12? What is wrong? Is it cheap for me to repair?
