Check the grounds at your intake manifold (one is for the power stage!)
The 3 Volts is a hint to check all your battery cable ends paying close attention to the piggy back pos lead at the battery- gets loose...
and the twin ground wires to the frame from the battery)
and try jumping as Aleekat says
