What is this blue plug by the ECU? 200 1987

I noticed a free plug coming out of a wire bundle right near the ECU. Any idea what this is?

On a side note, Volvo is engineered great. Except for when you have to replace the air filter, or fan motor, or remove the headlights. Rusted bolt embedded in plastic? Really? I'll have what they were smoking.
