One low beam headlight not working 200

On my '80 242DL the left low beam doesn't work. Hi beam does. Replaced the bulb, cleaned all contacts that have anything to do the the lights. All other lights work as they should. No other electrical problems other than the 'bulb out' light on dash doesn't light up; it should when headlight doesn't work. Dash light does light up before starting. Has me stumped. Could it be the headlight relay? Thanks for your help.
