No start buzzing relay? 200 1989

Need to tow home a 89 245 which will not crank very well , idiot lights shine brightly and when you turn key the dim drastically and sounds like a weak battery also hear a buzzing sound from seat belt reminder light/ relay? Tried jumping no luck, checked 25 amp fuse looks good, maybe a bad ground? Any help would be great.
